Rules for the Inclusion of Athletes Listed in the Federal High Performance Access Programme

a) Member of the “National Team” in their age category (Seniors, U21, U18):

An athlete who has been selected by the Federation to participate in an EJU/IJF reference international championship (European Youth Olympic Festival, European Championships, World Championships, Olympic Games)

b) Member of the “National Group A” in their age category (Seniors, U21, U18):

An athlete who is part of the Federal High Performance Access Programme and who has achieved an official ranking at an event on the EJU/IJF international circuit.

The athlete retains the benefit of this result for the remainder of the season. If, at the end of the season, no positive win–loss ratio between bouts won and lost is achieved, the athlete is then reclassified into Group B.

c) Member of the “National Group B” in their age category (Seniors, U21, U18, U15):

An athlete who is part of the Federal High Performance Access Programme and who has achieved an official ranking at a second-category international tournament recognized by the Federation.

The athlete retains the benefit of this result for the remainder of the season. If, at the end of the season, no positive win–loss ratio between bouts won and lost is achieved, the athlete is then reclassified into the MPF category.

d) Member of the “Federal High Performance Access Programme”:

An athlete who is part of the Federal High Performance Access Programme but who has not yet reached the performance level required to access Group B or Group A.

Remarks:

Athletes outside the Federal High Performance Access Programme who train occasionally and on a non-programmed basis at the National Training and Education Centre (CNEF) at La Coque are referred to as “Members of the National Collective”. They benefit from guidance provided by the national coaching staff and may access physiotherapy services provided during training sessions. However, they are not considered eligible for federal selection.

Selection System

The selection system aims to give every licensed athlete of the Luxembourg Judo Federation the opportunity to qualify for the main international championships of their age category, provided that the defined selection criteria are met.

The National Selection Commission is the body responsible for validating selection proposals made by the national coaching staff, based on sporting results achieved in international qualification tournaments.

Following the official announcement of the selection, athletes enter a preparation phase for the reference championships and follow the federal programme, established in co-construction with the athlete’s club (preparatory tournaments, training sessions, etc.).

a) Criteria for participation in EJU/IJF reference championships

(European Championships, World Championships, European Youth Olympic Festival, Olympic Games)

(1) European Championships U18, U21 or Seniors and EYOF U18:

  • Having placed within the top 7 at an EJU/IJF international circuit event during the current sporting season

  • Having been selected by the National Selection Commission, following a proposal from the national staff

  • Having respected the preparation programme established by the national staff following the Selection Commission

(2) World Championships U18, U21:

  • Having demonstrated consistency during the current sporting season through rankings obtained at EJU/IJF international circuit events, or having won at least one bout at the European Championships of the season

  • Having been selected by the National Selection Commission, following a proposal from the national staff

  • Having respected the preparation programme established by the national staff following the Selection Commission

(3) World Championships Seniors:

  • Being ranked within the top 100 of the RLM

  • Having been selected by the National Selection Commission, following a proposal from the national staff

  • Having respected the preparation programme established by the national staff following the Selection Commission

 

b) Federal selection criteria for “preparation” competitions for EJU/IJF reference championships:

(1) EJU/IJF international circuit tournaments U18, U21 or Seniors, identified by the national staff as preparation tournaments:

  • Having been selected by the National Selection Commission, following a proposal from the national coaching staff

 

c) Federal selection criteria for “qualification” competitions for EJU/IJF reference championships:

(1) EJU/IJF international circuit tournaments U18, U21 or Seniors:

  • Being part of the federal High Performance Access Programme

  • Having demonstrated consistency in rankings obtained at second-category international circuit events (see tournament classification in Annex 1), or showing promising potential from the first ranking

  • Subject to validation by the Sports Commission, following a proposal from the national staff

(2) Second-category international circuit tournaments U18, U21 or Seniors

(see tournament classification in Annex 1):

  • Being part of the federal High Performance Access Programme

  • Having demonstrated consistency in rankings obtained at third-category international circuit events (see tournament classification in Annex 1), or showing promising potential from the first ranking

  • Subject to validation by the Sports Commission, following a proposal from the national staff

* The Selection Commission reserves the right to examine other proposals submitted by the national staff that fall outside the above criteria, provided they are supported by elements deemed acceptable by the Sports Commission (e.g. a participation request from the EJU, rapidly improving performance level, etc.).

 

e) International events open to club-based selection:

(1) European Cups U18, U21 or Seniors

(Except for tournaments designated by the Federation as preparation tournaments for reference championships for the national team)

Club-based selection must be validated by the Federation and must not compromise the coherence of the overall federal programme. Participation in a first European Cup with the athlete’s club is conditional upon completing at least twelve (12) training sessions at the National Training and Education Centre (CNEF) during the three months preceding the event, in order to allow the national staff to form an informed opinion. To maintain this right to club-based registration thereafter, continued regular training at the National Training Centre is required, in the spirit of “Jita Kyoeï”.

(2) Second-category international circuit tournaments U18, U21 or Seniors

Selection Criteria for the Games of the Small States of Europe

The instance responsible for validating the federal selection proposal is the COSL.

This championship is open to athletes in the U21 and Senior age categories who hold at least the rank of 1st Kyu.

Athletes who are part of the COSL Elite or Promotion lists, as well as those listed in Category A of the FLJudo Cadres list, are eligible without having to go through the points-based qualification system.

For all other athletes, access to the list of athletes eligible for selection is obtained by accumulating points (minimum of 180), earned at international tournaments identified by FLJudo, according to the points system defined below.

Junior athletes may accumulate points obtained in competitions in the U21 and Senior categories.

Points System

Points are awarded to athletes based on results achieved at the identified A and B tournaments (these tournaments are defined for each new edition of the GSSE).

The required number of points is 180, according to the points system below. The categories must be representative in terms of both quality and quantity.

Example: a 3rd place in a category with only three athletes could be considered insufficient for qualification.

Other Criteria

Athletes wishing to participate in the Games of the Small States of Europe must comply with the training plan defined in the federal High Performance Access Programme to which they have committed. Other forms of training are strongly recommended (club training, strength training, cardio, etc.).

Selection

A maximum of 9 men and 9 women may be nominated, with a limit of 2 athletes per weight category. If the number of athletes meeting the criteria exceeds the number allowed, the FLJudo Sports Commission will carry out the final selection.

Team Championship

A gender-specific team championship is included in the programme:

Weight categories for men’s teams:
-66 kg, -81 kg and -100 kg

Weight categories for women’s teams:
-52 kg, -63 kg and -78 kg
